Meeting of public councils at the State Agency for Energy Efficiency and Energy Saving of Ukraine and NCSREU

November 13, 2015 at 11.00 in the ICC held a joint meeting of public council at the State Agency of Ukraine energy efficiency and energy saving of Ukraine and the National Commission for state regulation in the energy and utilities.

At the event were:

1) Ulyda VU - Chairman of the Supreme Council of energy auditors and energy managers of Ukraine

"Stimulation of natural monopolies in the electricity and gas industry and utilities on improving their energy efficiency and energy saving measures among consumers"

V.Ulyda noted that to date energy saving measures mainly focused on the end consumer. However, there is a significant loss on the way to the consumer. Under conditions of tariff increases for consumers public is interested in the efficiency of power system. The losses on the approach to consumer is about 70%. We need to focus not only on the end user, but also on natural monopolies: natural monopolies responsibility for efficient energy consumption and promoting of energy companies to reduce costs and implement of energy saving measures among consumers.

Decided:

   1. To note that the mandatory energy audit of energy supply companies and natural monopolies is a necessary condition to reduce primary energy losses and increase efficiency in the energy sector and public utilities.

   2.Recommend to establish a joint mechanism of state regulation of companies - natural monopolies in the electricity and gas industries and public utilities, which provide compulsory primary consideration of energy efficiency objectives while performing these companies modernization and new construction of networks and infrastructure.

   3. Recommend to develop regulations on the obligation of energy companies and utilities providers annually reduced sales volumes due to energy efficiency measures, both of the companies and among consumers.Recommend as a commitment of energy companies, as a mandatory condition required moving to the incentive tariff.

2) Geletukha GG - Chairman of the Bioenergy Association of Ukraine.

"Regarding the tariff on thermal energy produced from renewable energy sources"

G. Geletukha noted that the sector of heat generation from RES for budget organizations grew rapidly in 2014, but in 2015 - went into stagnation. Installing heat tariff for the sector is regulated by the Cabinet of Ministers of Ukraine from 10.09.2014 №453 "On stimulating the replacement of natural gas in the production of thermal energy for institutions and organizations financed from the state and local budgets", which sets the tariff for heat production from RES at the "weighted average" tariff for heat from a commercial gas.

Decided:

   1. Acknowledge unregulated and imperfection of procedures for establishing tariffs for thermal energy from RES for budget organizations and utilities for the needs of the population.Because of this tariff policy sector of heat generation from RES for the population is not growing at all, and the replacement of natural gas with biofuels doesn't occurs. Sector of heat production from RES for the budget sector significantly reduced its growth compared to 2014.

   2. Recommend to NCSREU, Ministry of Regional Development, the Cabinet of Ministers of Ukraine to resolve the issue of setting tariffs on thermal energy from RES for budget organizations and housing for households, for example, due to changes in the Cabinet of Ministers of Ukraine of 09.07.2014 №293 "On stimulating the replacement of natural gas in heat supply" and №453 from 10.09.2014 "On stimulating the replacement of natural gas in the production of thermal energy for institutions and organizations financed from the state and local budgets" and through preparing to changes to the Law of Ukraine "On Heat Supply". Сreating a working group to processing of this issue NCSREU involves representatives of professional associations that work in this field.

3) Konechenkov AE - Chairman of the Ukrainian Wind Energy Association

"Development possibilities of decentralized power generation at the expense of renewable energy in households of Ukraine"

A. Konechenkov focused attention on the need to simplify obtaining "green" tariff for households that produce electricity from solar energy and wind and gave the floor to Habatyuk AP - Director of Environmental Investments.

"Simplification of obtaining "green" tariff for households that produce electricity from solar energy and wind energy"

A. Habatyuk presented the current rate of personal income tax from the sale of electricity by "green" tariff and noted that the current tax system and the rule of net flows significantly worsens the conditions for the SES households compared with commercial SES.

Decided:

   1. Adopt as soon as possible and register with the Ministry of Justice decree on changes to the sales, accounting and payments for electricity produced from solar energy by electric power facilities (generating facilities) private households, approved by NCSR from 27.02.2014 № 170.

   2. Adopt as soon as possible and register with the Ministry of Justice decree on amendments to the Rules of electricity for the population, approved by the Cabinet of Ministers of Ukraine from 26.07.1999 № 1357.
